Here is my comment:

Looks like a lot of libraries still need to find their ticket to the cluetrain. We have next to no restrictions on the use of our computers and have not had restrictions for over 5 years with relatively few problems. We  hand out guest passes without need for ID and anyone can put money on those guest passes to print. A simple solution for all concerned. 

Trust your staff and trust the people who use your library... it will be okay, I promise.</description>
